Communications Officer

We are recruiting on behalf of a regional public sector service for a Communications Officer to support a multi-partner fostering recruitment hub. This role plays a key part in delivering high-quality communications, marketing, and engagement activity across a network of local authorities.


About the Role

The Communications Officer will support the delivery of regional communications and marketing strategies aimed at increasing the recruitment of foster carers across multiple local authority partners. The role focuses on strengthening brand awareness, improving audience engagement, and ensuring consistent, high-quality messaging across all channels.

You will act as a central communications link between partner organisations, supporting coordinated campaigns, managing communications workflows, and contributing to strategic improvements through data analysis and insight.


Key Responsibilities

Communications & Campaign Delivery

  • Support the planning, development, and execution of integrated communications and marketing campaigns across digital and offline channels
  • Create, edit, and manage content for social media, websites, newsletters, press releases, and marketing materials
  • Ensure all communications are aligned with brand guidelines, accessibility standards, and Plain English principles
  • Assist in delivering targeted messaging to diverse audiences to support fostering recruitment objectives

Stakeholder Engagement

  • Act as a key point of contact for communications queries from internal teams and partner local authorities
  • Build and maintain strong relationships with stakeholders across multiple organisations
  • Provide advice and guidance on communications processes, social media usage, and content standards
  • Liaise with external suppliers including agencies, printers, event organisers, and media contacts

Content Management & Quality Control

  • Manage and monitor shared inboxes, prioritising and responding to requests appropriately
  • Review, edit, and rewrite content to ensure clarity, accuracy, and consistency
  • Maintain and update website and digital channels with timely and relevant content
  • Undertake quality assurance checks to ensure compliance with internal guidelines and standards

Campaign Monitoring & Analysis

  • Monitor and evaluate campaign performance using analytics and reporting tools
  • Analyse engagement data and audience insights to inform future communications activity
  • Identify trends, risks, and opportunities, providing recommendations for improvement
  • Prepare reports and summaries for senior colleagues to support decision-making

Administration & Coordination

  • Support administrative processes including invoice handling, ordering goods/services, and maintaining records in line with financial procedures
  • Track progress of communications requests and ensure deadlines are met
  • Maintain effective filing systems and support general office coordination tasks
  • Provide cover for incoming queries and support service operations as required

Events & Promotion

  • Support the organisation and delivery of events, including occasional attendance outside standard working hours
  • Assist in promotional activities to support recruitment campaigns and brand visibility

Candidate Requirements

Essential:

  • Educated to NVQ Level 4 (or equivalent experience) in communications, marketing, or a related field
  • Proven experience delivering communications across digital and traditional channels
  • Strong copywriting skills with the ability to tailor content for different audiences
  • Experience managing social media accounts and creating engaging content
  • Excellent interpersonal and stakeholder management skills
  • Ability to interpret data and produce clear reports and recommendations
  • Strong organisational and time management skills with the ability to manage competing priorities
  • High level of IT proficiency, including Microsoft Office and digital tools
  • Experience working collaboratively across teams and organisations
  • Ability to handle sensitive or conflicting priorities with tact and diplomacy
  • Understanding of accessibility standards and Plain English communication

Desirable:

  • Experience using content management systems (e.g. WordPress)
  • Experience working in a public sector or politically sensitive environment
  • Familiarity with analytics tools and performance reporting
  • Working towards or holding a professional qualification (e.g. CIM, CIPR)
  • Experience supporting recruitment campaigns or behaviour change communications

Additional Information

  • This role may require occasional evening and weekend work to support events and campaigns
  • The role involves working within a safeguarding-focused environment supporting children and vulnerable groups
  • Candidates should be comfortable working across multiple stakeholders in a coordinated regional structure
  • Occasional travel across the region may be required
